The South Korean government on Tuesday revoked the certification and banned the sale of 80 Volkswagen models in the country over the false emission scandal implicating the German car manufacturer. The Total Investment & Insurance Solutions

The ban affects 32 different (18 diesel and 14 petrol) vehicles of Volkswagen and Audi, which make up most of the supply of the two brands in South Korea, said Seoul's Ministry of Environment in a statement.

The Ministry also fined Volkswagen $16 million as punishment for 47 models that cheated in the environmental tests in South Korea, EFE news reported.

Volkswagen, which already anticipated this decision, stopped selling vehicles affected by the scandal last week, including the Volkswagen Golf, Jetta and Tiguan models along with the Audi A3 and A6, in South Korea.

Seoul ordered the recall of some 5,800 Audi A4 and A5 vehicles, in some of its TDI versions, marketed in the country since 2014.

The certification cancellation affects some 209,000 vehicles, 68 percent of them marketed by Volkswagen since 2007, although this will not affect owners who can continue driving them and even sell them off eventually.

The ban comes after an investigation into Volkswagen over allegations that the company obtained vehicle approval of South Korean authorities by reporting false results on the noise level, fuel efficiency and vehicle emissions.

Prosecution in February had already raided Volkswagen offices over insufficient data submissions on the recall ordered, after the discovery of manipulation and in mid-July accused an executive of the brand's subsidiary in Seoul for allegedly tampering with data and violating the air quality law. The origin of the case dates back to 2015, when it was discovered that Volkswagen had used fraudulent software to distort vehicle emissions in several countries, including South Korea.

The South Korean government fined the German manufacturer $13 million in November 2015 and ordered a recall of 125,000 vehicles in the country. The Total Investment & Insurance Solutions

Job creation will drive next phase of reforms-The Total Investment & Insurance Solutions

Job Creation (The Total Investment & Insurance Solutions)

On the 25th anniversary of India's economic reforms, a general consensus seems to have emerged within the country and without that the next phase reforms must address what has so far eluded agreement among the principal stakeholders: land and labour. Make in India will not happen if these two main factors of production remain entangled in political one-upmanship.

The government has made some overtures in the domain of land reforms, but the issues surrounding it have not yet fully crystallized. Unless there is clarity and consensus around land reforms, including land acquisition for implementing government's industrialization and infrastructure development projects, the vision of converting India into a global manufacturing hub will remain unrealized. It is essential to pursue efforts towards a comprehensive land reforms policy relentlessly to bring the matter to a satisfactory conclusion.

In the field of labour, the exercise for rationalisation and consolidation of labour laws undertaken by the government in the last two years has suddenly taken a breather. Despite earlier attempts to push the agenda forward, the feeling that the main stakeholders were not taken fully on board has provoked angry reactions among the major trade unions, which have threatened a nationwide strike in September. Recognizing the possible implications of unilateral action, the Prime Minister has reportedly decided to proceed more cautiously in future by taking the workers' representatives into confidence. Industry lobby FICCI had set up a special tripartite group to consult the stakeholders and make suitable recommendations for the government's consideration. As convener of the special group, I held extensive consultations and submitted my report making a host of recommendations. Among other things, I advocated gradualism and proposed an incremental approach to labour law reforms in place of the wholesale reforms that were being attempted.

There really is no alternative to dialogue, compromise and consensus in the realm of social re-engineering. The efforts may appear tardy and frustrating at times, but sustainable results can be achieved only if we are able to hone the strategy of tactical retreat with a view to eventually finding the winning formula that will be acceptable to all.The Total Investment & Insurance Solutions

The rolling back of government's publicly announced EPF policies earlier this year is a case in point. The massive street protests in Paris in April and May 2016 against the French government's labour reforms that were perceived as pro-capitalist portend social unrest that may become intractable if such sensitive matters are not handled with understanding and empathy.

The fact that recent amendments to the Child Labour (Prohibition & Regulation) Act encountered widespread criticism from academia, social activists, international organizations like Unicef and others exposes the absence of broad-based dialogue and consensus building that is the cornerstone of progressive and sustainable labour reforms architecture. The Total Investment & Insurance Solutions

Despite all the wishful rhetoric over the last two years of the present government, it is now common knowledge that enough jobs -- especially decent quality jobs -- are not getting created in the economy, particularly in the organized manufacturing sector. The government would do well to ensure that the frustrations of youth poised to enter the job market are effectively contained. Towards this end, the recent announcement about massive injection of funds for skilling and re-skilling potential job seekers is most opportune.

The concerned department and agencies of the government must quickly respond by setting up capacity and infrastructure to absorb the funds and put them to best advantage. The youth are impatient and care must be taken to ensure that the burning embers are not allowed to be stoked by "indosceptics" who have a problem for every solution.

Clearly, job creation is the single most important direction to follow in the next phase of reforms. If adequate numbers of jobs are available in the marketplace, the resistance to labour reforms on the part of the traditional trade union movement will surely mellow. The Total Investment & Insurance Solutions

Meanwhile, the government should re-establish confidence and trust among employers' and workers' representatives by organizing impartial and meaningful tripartite consultations on labour reform proposals that are doable. There is no point in biting off more than you can chew. The priorities and pace of reforms must be carefully calibrated so that the achievements can endure in the long run.

The government has three more years to go in its first term. There is sufficient time to readjust the trajectory so that results start showing before it must inevitably return to the hustings. Alarm bells are not ringing just yet, but a gentle reminder is not out of order. The Total Investment & Insurance Solutions

India's July manufacturing PMI index hits four-month high-The Total Investment & Insurance Solutions

The country's manufacturing sector saw a significant uptrend in July registering the highest reading since April this year, as both production and new orders rose, a key macro-economic data showed on Monday.

The Nikkei India Manufacturing Purchasing Managers' Index (PMI) -- a composite indicator of manufacturing performance -- rose to 51.8 in July from 51.7 in June.

An index reading of above 50 indicates an overall increase in the economic activity, and below 50, an overall decrease.

According to the financial services firm IHS Markit, which compiles the monthly report, India's manufacturing economy revived at the beginning of the second half of 2016 after the slowdown seen in the April-June quarter, as growth of both production and new orders continued to strengthen in July.

"Although output expanded at the fastest rate since March and backlog accumulation intensified, businesses refrained from creating jobs. The ongoing muted trend for employment indicates that companies remain somewhat uncertain regarding the sustainability of the upturn," said Pollyanna De Lima, economist at Markit and author of the report.

Delving deeper into the data we see that the consumer goods sub-sector kept its place as the prime driver of the overall upturn. Although demand for plant and machinery improved, investment goods output dropped, De Lima said.

"Separately, the depreciation of the rupee supported Indian exporters as survey data pointed to the quickest rise in new business from abroad since January," she said. The Total Investment & Insurance Solutions

De Lima said that offering respite to firms, cost burdens rose at a modest and slower rate and the improving demand environment meant that businesses were able to raise their own charges in July. The Total Investment & Insurance Solutions

"With inflation rates remaining lower than their respective long-run averages, it wouldn't be surprising to see the RBI (Reserve Bank of India) loosening monetary policy at its August meeting in an effort to encourage investment," she added.

The Indian economy grew at 7.9% in the fourth quarter of 2015-16, taking the overall GDP growth to 7.6% for the entire fiscal. The Total Investment & Insurance Solutions

Profit booking, along with lower crude oil prices and apprehensions over two upcoming global events, subdued the Indian equity markets on Monday. The key indices closed the day's trade on a flat note, as heavy selling pressure was witnessed in capital goods and banking stocks. The equity markets had receded after they touched new intra-day highs in almost a year. On the NSE, there were 528 advances, 910 declines and 45 unchanged. However, global cues from the Asian markets were positive. The BSE market breadth was tilted in favour of the bears -- with 1,563 declines and 1,178 advances

The country's largest carmaker Maruti Suzuki India on Monday reported a 12.7% increase in its total sales in July, to 1,37,116 units as compared to 1,21,712 units sold in the same month last year. The company in July posted its highest ever monthly domestic sales to 1,25,778 units, up 13.9% from 1,10,405 units sold in the year-ago month, the car maker said in a filing to BSE. In July, sales of mini segment cars fell by 7.2% to 35,051 units as compared to 37,752 units sold in July 2015. The company said its total passenger cars sales in the month grew by only 2.2% to 93,634 units as compared to 91,602 units sold in the corresponding month last year. Sales of utility vehicles soared by a whopping 151.3% to 17,382 units in July this year from 6,916 units in the corresponding month last year while sales of vans grew 24.1% to 14,748 units in July as against 1,887 units in the same month last year. Exports during the month increased marginally by 0.3% to 11,338 units as compared to 11,307 units in July last year, the carmaker said. The company’s shares closed at Rs4,869.80, up 2.41% on the BSE.

Commercial vehicles major Ashok Leyland Ltd on Monday said it closed last month selling 10.492 units, down by 5% over the comparable period last year. In a statement issued here, the company said it sold 10,492 units, down from 11,054 units sold in July 2015. While the company experienced seven per cent lower volume sales in the medium and heavy vehicles segment, it logged 4% growth in the light commercial vehicles segment. However, for April-July 2016 Ashok Leyland sold a total of 41,657 units - up from 39,208 units sold during April-July 2015. The company’s shares closed at Rs91.60, down 4.03% on the BSE.

Amid the recent fluctuation in global oil prices, state-run Indian Oil Corp (IOC) cut the price of transport fuels on Sunday effective from midnight, of petrol by Rs1.42 a litre and of diesel by Rs2.01, both at Delhi, with corresponding decrease in other states. Making its previous fortnightly revision in fuel prices on July 16, IOC had cut petrol by Rs2.25 a litre and diesel by Rs42 paise, both at Delhi. Petrol per litre from Monday will cost Rs61.09 in Delhi, Rs64.97 in Kolkata, Rs65.70 in Mumbai and Rs60.65 in Chennai. Similarly, diesel will cost Rs52.27 in Delhi, Rs54.57 in Kolkata, Rs57.47 in Mumbai and Rs53.73 in Chennai.

Key macro-economic data, coupled with the government's efforts to build political consensus on a major economic legislation and quarterly earnings results, are expected to steer the Indian equity markets in the course of the week. The global liquidity tap, thanks to global central banks, needs to further support the markets, if commensurate growth in corporate earnings and other macro data does not materialise. The net FPI (Foreign Portfolio Investors) flows in July, 2016 crossed Rs12,600 crore, even as domestic institutional investors continued to remain net sellers. On a weekly basis, figures from the stock exchanges showed that FPIs purchased stocks worth Rs3,719.63 crore during the last week.
