Bank capitalisation could lead to RBI hiking rates: Goldman Sachs-The Total Investment & Insurance Solutions

The Union Cabinet had approved a recapitalisation plan worth Rs2.11 lakh crore for state-run banks to boost flagging economic growth and increase bank credit flow. This measure is likely bearish for short term rates, and makes Reserve Bank of India (RBI) to hike rates, says a research report.

In the report, Goldman Sachs, says, "All else equal, the measures announced today are likely bearish for short-term rates, as they make the RBI more likely to hike rates sooner than market expectations, should growth momentum improve substantially, reducing economy-wide slack, and core inflation inch higher. We currently forecast that the RBI will hike rates three times by the end of 2018, an outcome that is not fully priced in by the market."

Goldman Sachs, however feels at present the long term impact on rates due to the recapitalisation move is more uncertain. It says, "Factors that may put upward pressure on longer dated rates include, improvement in growth expectations; uncertainty around the fiscal position and upside risks to the fiscal deficit; and increased open market sales of government bonds by the RBI to neutralize liquidity injections, should they have to lean against incremental currency appreciation pressures." On the other hand, the report says, "It is not clear that the Rs1.35 lakh crore in bank recap bonds will directly add to the supply of government paper to the market, as when the government issued recapitalisation bonds previously, banks were mandated to subscribe to the entire issue; longer-term fiscal fundamentals could actually improve and banking sector demand for government paper does not necessarily decrease given the significant potential increase in bank balance sheet capacity as a result of the bank recap, should leverage ratios stay constant." "On balance, therefore, the impact on longer-dated rates is likely to be more uncertain, although in association with other factors such as the expected normalization of the term-premium in the G3 economies over the next year, we remain moderately bearish on longer-dated rates," Goldman Sachs added.

Given the sheer magnitude of this recap package and the significant implied easing in credit conditions, as credit and investment growth rebound, Goldman Sachs says it would expect a re-rating of growth expectations in India in the coming quarters. The Total Investment & Insurance Solutions

The move is likely to be bullish for equities and the Indian rupee in the medium term, the report says, adding, in the short term, a potential headwind to Indian rupee strength will be uncertainty around the fiscal position and the potential upside risks to the fiscal deficit when including other measures announced alongside the banking sector recap package.


"We would emphasize though that while the near-term risks are clearly skewed towards deterioration in the fiscal position, medium-term fiscal fundamentals could actually improve, should private sector growth and private corporate investment spending rebound meaningfully following the easing of credit conditions. The current account deficit would likely increase but from a low level. The Reserve Bank of India (RBI) on Tuesday announced it has imposed a penalty of Rs 6 crore on Yes Bank and fined IDFC Bank Rs 2 crore for not complying with the directions of the central bank. The Total Investment & Insurance Solutions

While Yes Bank delayed reporting an information security incident involving its ATMs and failed to comply with the RBI's direction on Income Recognition Asset Classification (IRAC norms), IDFC Bank was penalised for breaching regulatory restrictions related to loans and advances, the apex bank said. 

"RBI has imposed on October 23, 2017, a monetary penalty of Rs 60 million on Yes Bank for non-compliance with the directions issued by RBI on Income Recognition Asset Classification (IRAC) norms and delayed reporting of information security incident involving ATMs of the bank," an RBI release here said. The Total Investment & Insurance Solutions

"This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers," it said. 

According to the RBI, a statutory inspection of the bank's financial position revealed violations of various regulations issued by the RBI in the assessment of non-performing assets (NPAs), or bad loans. 

"A cyber-security incident involving ATMs of the bank was also not reported by the bank within the prescribed timeframe," it said. 

In a separate release on IDFC Bank, the RBI said it has imposed "a monetary penalty of Rs 20 million on IDFC Bank for contravention of regulatory restrictions pertaining to loans and advances." The Total Investment & Insurance Solutions

Debt-ridden Reliance Communications plans to shut down its 2G mobile business in about a month and continue to operate 3G and 4G services till the time they remain profitable, industry sources said.
RCom Executive Director Gurdeep Singh is learnt to have informed employees that the company has reached a "situation where we need to call it a day on our wireless business" and this would lead to closure of "wireless business 30 days from now". The Total Investment & Insurance Solutions
The company will "continue to operate ILD voice, consumer voice and 4G dongle post paid services" and mobile tower business till the time they remain profitable and all the other business will be shut down, he has said.
A email query sent to RCom remained unanswered.
The move comes after the company, reeling under debt of around Rs 46,000 crore, failed to close to its wireless business merger deal with Aircel in the beginning of this month. The Total Investment & Insurance Solutions
RCom and Aircel in September last year had signed a binding agreement to merge their mobile businesses. But, on Sunday, RCom announced that the agreement had lapsed owing to legal and regulatory uncertainties, objections by interested parties and delays in receiving relevant approvals.

Global stock markets were mixed Wednesday amid another string of strong corporate earnings reports and as investors keep an eye out for news about the next U.S. Federal Reserve chair.
KEEPING SCORE: Britain's FTSE 100 slipped 0.5 percent to 7,492 after the country's economic growth was reported to be slightly strong than expected in the third quarter. That is more likely to lead to an interest rate increase next month. France's CAC 40 added 0.2 percent to 5,406 and Germany's DAX edged 0.1 percent lower to 13,003. Futures augured a weak start on Wall Street. S&P and Dow futures both shed 0.1 percent.
EARNINGS: Coca-Cola, payments company Visa and plane maker Boeing all reported earnings above analysts' expectations. South Korean panel supplier LG Display, a supplier to Apple, said its net income rose 150 percent jump and drugs maker GSK saw its sales rise 4 percent. Their results add to mostly upbeat reports from major U.S., European and Asian companies for the third quarter, reinforcing views that developed economies are powering ahead.
FED HEAD: President Donald Trump is polling Republican senators for advice as he nears a decision to name a new chair of the Fed. Current Fed Chair Janet Yellen, Fed board member Jerome Powell and Stanford University economist John Taylor are among the candidates said to be under consideration.
ANALYST'S TAKE: "Markets are bracing for an announcement for the next Fed Chair soon," Mizuho Bank said in a daily commentary. Taylor advocates higher interest rates and his nomination would be perceived to be "a hawkish risk," it said.
ASIA'S DAY: Japan's was the only major Asian index in the red as investors locked in gains. The Nikkei 225 index fell 0.5 percent to 21,707.62, the first daily loss after 16 straight days of moderate gains — the longest run since World War II. South Korea's Kospi added 0.1 percent to 2,492.50. Hong Kong's Hang Seng gained 0.5 percent to 28,302.89. The Shanghai Composite Index climbed 0.3 percent to 3,396.90. Australia's S&P/ASX 200 added 0.1 percent to 5,905.60.
OIL: Benchmark U.S. crude shed 18 cents to $52.29 per barrel in electronic trading on New York Mercantile Exchange. The contract jumped 57 cents on Tuesday. Brent crude, used to price international oils, rose 3 cents to $58.36 per barrel in London. It surged 96 cents on Tuesday.

CURRENCIES: The pound was the biggest mover in currency markets, jumping over a cent to $1.3250 on increased expectations of an interest rate increase next month. The dollar rose to 114.16 yen from 113.91 yen. The euro strengthened to $1.1778 from $1.1762.The Total Investment & Insurance Solutions

Hiring activity in the banking and financial services sector witnessed a 21% growth during September this year compared to the same period last year, a report by job portal Naukri.com said. Even as the job market in the country remains "volatile", Naukri Jobspeak Report, a monthly analysis of job listings on the portal, shows the overall job market has seen 3% growth in September, compared to the same period last year. "Job market continues to be volatile. The Jobspeak index for September has shown a three per cent year-on-year growth driven by growth in sectors like banking, financial services, insurance, industrial products and auto and engineering," said Chief Sales Officer of Naukri.com V Suresh in a statement. Post-demonetisation and implementation of the Goods and Services Tax (GST), the current economic slowdown has "bottomed out" and the recovery of the economy would "critically depend on the initiatives" the government takes from now onwards, according to a report. The report also said the quantum of impact of the structural reforms - demonetisation and GST - was expected but the quantum was not estimated and hence the current slowdown in the economy is painful. Fast moving electrical goods major Havells India reported a net profit of Rs171 crore for the quarter ended September 30, 2017-18. "GST with high tax rates on electrical products continues to disrupt demand scenario with muted consumer offtake and delayed restocking at channel," said Anil Rai Gupta, Chairman and Managing Director, Havells India. "The GST transition has been well consummated at dealer and vendor platform. We remain cautiously positive on growth in forthcoming period." Hindustan Zinc reported a rise of 34% in its net profit for the second quarter (Q2) of 2017-18. According to a BSE filing, its net profit during the quarter under review increased to Rs2,545 crore from Rs1,902 crore reported for the corresponding period of 2016-17. The company's board of directors declared an interim dividend of 100% i.e. Rs2 per share on equity share of Rs2 each with a record date fixed for the interim dividend of October 31, 2017. The company added that as on September 30, 2017, its cash and cash equivalents was Rs19,979 crore invested in high quality debt instruments. India’s largest general insurance company New India Assurance will hit the capital markets on November 1 to raise an estimated Rs10,000 crore through an initial public offering, merchant bankers privy to the development said. The company's share sale will close on November 3, it said. The IPO comprises sale of 9.6 crore shares by the government, besides fresh issue of 2.4 crore shares. Thus, a total of 12 crore shares of the non-life insurer would be sold through the share sale offer, constituting around 14.56% of the company's post issue share capital. The government said on Tuesday that a universal affordable housing scheme will give a big boost to the construction industry as 1.2 crore dwellings will be built in three years under PMAY's urban component and another 1.02 crore units under its rural component by March 2019. "The universal affordable housing for all will give a big boost to the construction industry," Finance Secretary Ashok Lavasa told the media in the presence of Finance Minister Arun Jaitley after a Union Cabinet meeting here.

Lavasa said 1.2 crore units under the Pradhan Mantri Awas Yojana or PMAY (Urban) would entail an expenditure of Rs 1,85,069 crore in three years. 

He said under PMAY (Gramin) 1.02 crore units would be built at a cost of Rs 1,26,795 crore by the Centre and states by March 2019. Lavasa said 51 lakh units will be built this year. The Total Investment & Insurance Solutions

The government last month announced a new PPP (Private Public Partnership) Policy for Affordable Housing that allows extending central assistance of up to Rs 2.50 lakh per house to be built by private builders even on private land, besides opening up immense potential for private investments in affordable housing projects on government land in urban areas. 

The government had launched "Housing for All" in rural areas in November 2016 under which the government proposes to provide an environment friendly and secure house to every rural household by 2022.

In a major bid to boost flagging economic growth and increase bank credit flow, the Union Cabinet on Tuesday accorded approval for a massive recapitalisation plan for state-run banks worth Rs 2.11 lakh crore. The Total Investment & Insurance Solutions

The Union Cabinet on Tuesday approved road building programmes of around Rs 7 lakh crore with a target to construct 83,677 km of roads in the next five years.

These programmes, including Bharatmala project of around 35,000 km with an investment of Rs 5.35 lakh crore, are likely to create 14.2 crore Mandays of jobs.

"The Bharatmala project include 9,000 km of economic corridor to smoothen connectivity of manufacturing hubs," the government announced at a media briefing after a meeting of the Union Cabinet. The Total Investment & Insurance Solutions

Finance Secretary Ashok Lavasa said to ensure holistic connectivity, the government has approved creation of an Inter Corridor and feeder routes.

"Through this 6,000 km of roads will be constructed," he said.

Global stock markets rose Tuesday on upbeat corporate earnings and economic data globally. Tokyo's benchmark Nikkei 225 extended a post-World War II record by logging its 16th straight trading session of gains. The Total Investment & Insurance Solutions
KEEPING SCORE: Germany's DAX rose 0.3 percent to 13,044 and France's CAC-40 gained 0.4 percent to 5,409. The FTSE 100 in London gained 0.1 percent to 7,531. On Wall Street, the future for the Dow Jones industrial average rose 0.6 percent while the Standard & Poor's 500 futures were up 0.2 percent.
GROWTH DATA: A survey in the eurozone showed its economy continued to grow at a fast pace in October and that companies were hiring at their fastest pace in a decade. The manufacturing sector in particular saw good growth in France and Germany. In Japan, a survey of manufacturers showed activity weakened but still grew relatively strongly and exports rising.
EARNINGS: Corporate reports were positive from McDonald's as well as from automakers General Motors and Fiat Chrysler. McDonald's made third-quarter earnings of $1.88 billion, which beat expectations. Though GM posted a huge paper loss last quarter, that was due to charges from the sale of its European unit. Without that, it made an above-expectation $2.5 billion before taxes. Fiat Chrysler saw net profit rise 50 percent and maintained its outlook.
ASIA'S DAY: Tokyo's Nikkei 225 index climbed 0.5 percent to 21,805.17 and the Shanghai Composite Index gained 0.2 percent to 3,388.25. Hong Kong's Hang Seng lost 0.5 percent to 28,154.97 while Sydney's S&P-ASX 200 was little-changed at 5,897.60. Seoul's Kospi was unchanged at 2,490.49 and India's Sensex advanced 0.3 percent to 32,594.62. Benchmarks in Taiwan, Bangkok and Jakarta rose while New Zealand and Singapore retreated. CHINA POLITICS: China's ruling Communist Party is preparing to appoint President Xi Jinping this week to a second five-year term as leader and unveil a new ruling inner circle around him. After spending his first term cementing his status as China's most powerful leader since Deng Xiaoping in the 1980s, Xi is widely expected to shift focus to economic policy.
